Through the comparative analysis on earthquake disaster mitigation and emergency management in China and other developed countries, a basic frame and evaluation index of social management and public service for earthquake safety has been worked out. According to the survey on governmental and public demands as facing earthquake, future development tendency on earthquake safety service
is predicted, and priority areas has been given for the purpose of decision making on the development of social management and public service for earthquake safety in China.

24 STUDY ON DEVELOPMENT PLANNING OF EARTHQUAKE DISASTERS PREVENTION SYSTEM

According to a survey of evolutionary process, constitutes, efficiency and weak links of earthquake disaster prevention system at home and aboard, that its actual situation, main problems and developing trend of the system in China are analyzed. The constitutional framework and science connatation of earthquake disaster prevention system are presented from the following three aspects: prevention technique for potential sourse zone making earthquake damage, organizational management, and ensure measures and its guilding ideology, developing thoughts, overall object and staged object were presented as well. In addition,in the national Twelfth FiveYear Plan,
the development directions, primary indicators, prior subjects, science research plans, construction projects, special research projects of the following item:
a seismic design reguiroment and technical standards, earthquake disaster preparedness of cities, village, all engineering structures and
secondary disasters, early warning on earthquake and emergency handle, public capabilities facing earthquake disaster, resuce and rehabilitate, and ensure abilities on technological innovation, law and policy, organizational management, propagandism and education are put forward. Moreover, the status, part and effect of the China Earthquake Administration in earthquake disaster prevention system, are discussed. The suggests were given for development program of the earthquake disaster prevention system during the National Twelfth FiveYear Plan.

On the basis of main research acheivement on the topic of emergency rescue,which is one of the items of the Twelfth FiveYear Plan,combining the basic experience and lesson from the \%M\%8.0 Wenchuan earthquake we have analyzed current development situation and problems,future development situation,discussed the gaiding ideology,train of thought about development,strategic target and the fields for prior development.It is concluded that the future development direction or trend should be to avoid taking routine suden event as a crisis but we should redard a critically sudden event as a routine one,then we can deal with efficiently.

On the basis of analyzing the development status in China and international development tendency in related research fields, the developing thoughts and objectives in structural geology and earthquake dynamics are presented, and the priority research fields and subjects, as well as scientific research plans and special research projects during the National Twelfth FiveYear Plan are proposed. Correspondingly, some suggestions for the matching policy and ensuring measure are presented.

The situation of earthquake engineering and earthquake disaster technique is analyzed and the developing trend of earthquake engineering and earthquake disaster technique is pointed out. The developing thought of earthquake engineering is identified and the development planning of earthquake engineering and earthquake disaster prevention technique is presented. The priority subjects, science research plans, construction projects, special research projects of earthquake engineering and earthquake disaster prevention technique are presented. The summarization of the evolvement and the analysis of challenges are followed by the developing strategy study of high technology in protecting against and mitigating earthquake disasters
field during 2010-2015. This paper finally points out some subjects and fields that may be crucial in the future development of high technology in protecting against and mitigating earthquake disasters field.

113 ANALYSIS OF INTERNATIONAL SITUATION AND TRENDS OFPROTECTING AGAINST AND MITIGATING EARTHQUAKE DISASTERS

In this paper, the international strategic situation and trends of protecting against and mitigating earthquake disasters are analyzed and studied from following three aspects:1) The situation and trends of the works protecting against and mitigating earthquake disasters in USA, Japan and Russia are analyzed and studied. Their work is characterized by applying HiTechnology to resolve problems in earth sciences and to do creationary basic research on earthquake, establishing perfact system for technically protecting against disaster, inter-coordinating earthquake science and HiTechnology to achieve maximal social and economic benefits.2) The international development trends of responding major disaster are followed up. The emergency management mechanism and framework to meet major earthquake disaster are characterized by sufficiently exerting all level government’s management and coordinating functions and social jointly response to major disaster to assure emergency management system running effectively. 3) The development trends of international protecting against and mitigating earthquake disasters are prospected by discussing the direction of international earth sciences, the new work thoughts of protecting against and mitigating earthquake disasters and the development of response mechanism to major disasters of USA, Japan and other countries.

123 DISCUSSON ON ML4.6 ZHUSHAN,HUBEIEARTHQUAKE ON MAR 24,2008

On March 24, 2008, an ML4.6 earthquake occurred in Zhushan, Hubei province. We proposed that the earthquake is a normal seismic activity, based on the analysis of earthquake sequence, the distribution of the epicenter, the isoseismal map and the historical earthquakes. Similar to

ML4.0 earthquake in zhushan in 1988, this earthquake is of a typical sequence.
Main earthquake and aftershocks all have conjugate characters. No precursory anomalies had appeared before the earthquake.

128 ANALYSIS OF DYNAMIC STATE OF GROUND FLUID OF THREE GORGES WELL NETWORK AND ITS AFFECTION FACTORS

The analytic results of the completeness,availability,varying law and disturbance factors of the observations of water level and temperature of eight wells in the Three Gorges well network showed that the well water levels have significant earth tide characteristics,its sensitivity to the crustal body stress is 10

-9 -10 -10/mm,and all of them have the pressure effect and are disturbed from the rainfall to a certain extent.The dynamic state of the water temprature is so relatively stable that its daily variation amplitude is some millidegree and a part of them presents the characteristics of stepped ascent or descent during flush period.
